3M reflective jackets and hi-vis: you are specifying the tape, not the garment
When an Indian tender says “3M reflective jacket”, it almost never means a jacket manufactured by 3M.
It means a garment made with 3M Scotchlite retro-reflective material — the tape. 3M’s position in hi-vis is as the material supplier to garment makers, not as a finished-jacket brand in Indian bulk procurement.
Understanding that changes how you write the specification, and it usually saves money.

Why this distinction saves you money
If you write “3M reflective jacket” and leave it there, you are asking suppliers to guess, and you will get quotes for wildly different garments that happen to have 3M tape somewhere on them.
Split the specification instead:
High-visibility jacket to IS 15809, Class 3, fluorescent orange polyester, 3M Scotchlite retro-reflective tape, 2 inch, stitched down both edges, screen-printed logo on the back placed clear of the bands.
Now every quote is for the same thing, and the one component you actually care about is named. The garment can be made to your fit and your colour by a manufacturer, while the reflective performance comes from the material you specified. That is the normal and correct way this category is bought.
Is the premium tape worth it?
Sometimes, genuinely.
Worth it when: the garment is worn nightly in traffic or near moving plant; the site is audited against international expectations; the jackets go through heavy industrial laundering; or the programme has to last several years rather than one season.
Usually not worth it when: the requirement is a daylight yard vest that will be replaced annually anyway. The fluorescent ground fades before any tape does — that is the failure mode in this category — so premium tape on a garment whose body will be faded in a year is money in the wrong place.
Ask for both quotes. The gap is often smaller than expected, and you can only judge it with the two numbers in front of you.
Stitched, not glued — regardless of whose tape
This is the single biggest predictor of whether a hi-vis order survives its first year, and it has nothing to do with the tape brand.
Heat-glued tape lifts at the edges after a few industrial washes. Stitched down both edges costs slightly more and holds. Premium tape that has been glued on will still fail at the edges — you will have paid for the good material and lost it to the cheap application.
Put “stitched down both edges” in the contract, in writing, whoever makes the tape.
Class 2 or Class 3
- Class 2 — sleeveless or short-band garment, for yard and warehouse work
- Class 3 — bands on sleeves, body and shoulders, for road work, night work, and anywhere near moving vehicles
Specifying Class 2 where the site needs Class 3 is a real audit finding, not a technicality. Decide by exposure, not by budget, and then choose the tape grade within the class you actually need.

The premium buys a documentation trail that satisfies almost any audit regime, and an accessory ecosystem — visors, face shields, ear muffs — designed to fit together properly rather than approximately.
If you are building an integrated head-protection system rather than just buying hard hats, that ecosystem is the actual argument for 3M. For a straightforward Indian plant requirement, a domestic brand certified to IS 2925 does the same job for less.
