Choosing a safety shoe supplier in India: the top 5 checks before you order

Safety footwear is the highest-value line on most PPE orders and the one where supplier choice matters most, because it is the only item that has to fit a specific person’s foot.

A helmet that is slightly wrong gets adjusted. A shoe that is slightly wrong gets left in the locker, and unworn PPE is a compliance gap wearing a different name.

These are the five checks worth running before you commit a rate contract.

1. Will they quote against an article number, or just a brand?

This is the single most expensive gap in safety footwear buying.

A tender line reading “Allen Cooper safety shoes — 400 pairs” can be filled by a dozen different articles at materially different prices, with different toe caps and different soles. Every quote you get back will be for a different shoe, and the cheapest wins a comparison that was never like-for-like.

A supplier worth having will refuse to quote on that line and ask you to pin it down, or will quote and tell you exactly which article they have assumed. A supplier who simply returns a number is either guessing or quoting the cheapest thing that carries the badge.

What the line should say:

Brand, article number, certified to IS 15298 Part 2, toe cap type, sole compound, sizes per attached file, ISI test certificates against the article supplied.

2. Do they measure on site, and do they keep the file?

Ordering safety shoes off a standard size curve against a headcount reliably produces forty unwearable pairs and an exchange round nobody budgeted time for. Indian institutional workforces do not match a generic distribution.

Two questions:

• Will you measure on site? For a plant this means catching every shift, not just the one on duty when the team arrives. For a school it means measuring in March so shoes land before the June intake.
• Will you keep our size file, and can we have a copy?

The second question matters more than it sounds. The size file is what makes the second order one email instead of the whole exercise again. A supplier who does not keep one is quietly guaranteeing you repeat the work annually, and a supplier who will not give you a copy is using it as a lock-in.

3. What is the exchange policy, in writing?

Even with on-site measurement, some pairs will need changing. People are measured on a Tuesday and their feet are different on a Friday; some get measured in the wrong shoes.

Ask before the order:

• How many days do we have to raise exchanges?
• Is there a charge?
• How long does a replacement pair take to arrive?

A supplier confident in their sizing gives you a clear window at no cost, because they expect few. A supplier who is vague here is telling you they expect exchanges and intend to charge for them.

4. Do they match the sole to your floor, or sell one shoe for everything?

Sole compound is the decision most tied to your actual site and the one most often got wrong:

• PU and dual-density PU — light, comfortable, the volume default for general industrial and warehouse work. Dislikes sustained heat.
• Rubber and nitrile — heavier and costlier, and what you need where there is hot metal, oil or chemical exposure.

Putting a PU sole into a foundry is not a saving; it is a replacement cycle you did not budget for.

The check is simple: describe your hazard and see whether they ask follow-up questions. A supplier who asks about heat, oil, wet floors, standing hours and whether there is metal detection at the gate is doing the job. One who quotes the same article for a foundry, a warehouse and a hospital is shipping stock, not solving a problem.

The same applies to toe caps. Steel is cheaper and heavier; composite is lighter and passes metal detection. Both meet the 200-joule requirement when certified. If nobody asks which you need, nobody is thinking about your site.

5. Will they hold the rate for the contract year?

Footwear is a recurring purchase — new joiners, replacements, sole wear. What you want is not the lowest price this quarter but a number you can budget against.

Ask for:

• A rate held for the contract year, so a mid-year top-up is not a renegotiation
• The same rate on small top-ups, not just on the main order
• One rate card across sites for multi-location buyers, so a branch cannot be quoted differently

Over a year this combination is usually worth more than a few rupees off the unit price, and it is the part most buyers forget to ask for because it does not appear on the first quote.

The two questions that reveal everything

1. “Which article are you quoting, and can I see its IS 15298 certificate?” A real supplier answers both immediately.
2. “Who measures, and who keeps the size file?” The answer tells you whether the second order will be easy or a repeat of the first.
